MONTHLY SHOOT RANGE RULES

Purpose

To promote inter-departmental interaction and exchange of ideas in the area of firearms.  To provide for scheduled and supervised firearms practice for all Hamilton County and surrounding law enforcement agencies, including City, County, Federal, and private police agencies.  To include retired members of these agencies whose wealth of information is priceless.

Classes

1:  REVOLVER CLASS:  Must be a six shot revolver, with a four or six inch barrel.  DUTY STYLE WEAPON is preferred, however, it may have modified grips and a modified sight system.  NO LASER SIGHTS WILL PERMITTED.

2:  SEMI-AUTOMATIC PISTOL:  Must be a maximum of a 5 inch barrel semi-auto pistol.  DUTY STYLE WEAPON is preferred, however, it may have modified grips and a modified sight system.  NO LASER SIGHTS WILL BE PERMITTED.

Fees

TO BE SET BY SHOOT COMMITTEE:
1:  $3.00 per class, 2 scores for $5
2:  If a competitor wishes to compete in both classes, he/she can shoot both for a total fee of $5.00.
3:  Make-ups are $3.00 each, 2 for $5

4. Practice shoots are $1

Making Up A Missed Month

1:  Each competitor may makeup or shoot ahead for missed monthly shoots. Only the first 9 scores submitted will be counted.

2:  Only two makeup scores may be fired in any one month, per class, and the scores will be marked as a makeup on the record sheet.  In November only, competitors may shoot as many makeup scores as needed in order to qualify for the awards program.

Scoring / Awards

1:  SCORING:

A. Targets will be scored using the numbers on the standard B-27 target, with a maximum score of 480 points.

 
B. The Lewis System will be used to determine the class segments. (the total number of competitors will be divided by three or four to determine the groups, based on the number of competitors in each class.

2:  TROPHIES: Based on the best seven out of nine available scores per class.

A. The High Over-All competitor in each class will receive an award.

B. Next, the top two, three or four competitors of each group will receive awards.  The number of groups in each class will be determined by the total number of competitors in each class.

3:  ATTENDANCE AWARD:  Each Officer who completes seven of the available nine scores in either class will receive an attendance award.

Stages

(Stock  semi-automatic / revolver  pistol  course )
An aggregate of the following stages :

Stage  1.
3  yards --- double-action -- 12  shots one-handed, 6 shots strong hand, 6 shots weak hand from the standing without support position. In 25 seconds from the holster,  which includes reloading for the second 6 shot string

Stage  2.
7   yards --- double-action -- 12 shots, one or two hands, from the standing without support position, in 20 seconds, which includes reloading for the second 6 shot string.

Stage  3.
15  yards --- double-action - 12 shots, one or two hands, from the standing without support position, in 20 seconds, which includes reloading for the second 6 shot string.

Stage  4.
25  yards --- double-action – 12 shots, one or two hands, 6 shots standing left hand from behind the barricade and 6 shots right hand from behind the barricade, in 60 seconds, which includes reloading for the second 6 shot strings.

GENERAL RANGE PROCEDURES FOR H.C.P.A.  RANGE OFFICERS

NOTE:  The primary consideration of the Range Officer is SAFETY.  The Range Officer must be constantly alert for unsafe conditions.  Any unsafe acts which present an immediate danger must be brought to the attention of the shooter immediately.  Unsafe acts which do not constitute an immediate danger to others should be brought to the attention of the participant in a gentle manner that will not embarrass or alienate him/her.

The Range Officer should watch for indiscriminate gun handling:

A: AT THE READY AREA

1. The gun should be pointed in a safe direction while unloading.
2. Dry firing and "trying" actions should be discouraged.
3. The gun should not be loaded in preparation for shooting the match at the ready area.
4. If the officer must reload his weapon to leave the range the gun must be pointed in a safe direction.
5. Anytime a gun is removed from a holster or case the cylinder and/or action should be opened and checked.

B: ON THE FIRING LINE

1. The shooter should not load until given the command by the Range Officer.
2. Shooters should not walk forward of the firing line without the permission of the Range Officer.
3. The shooter should draw the gun from the holster with his trigger finger outside the trigger guard.
4. The shooter should not point the gun in any direction other than downrange.
5. If the gun is to be removed from the holster for any reason other than completing the firing string, the cylinder or action should be opened.

2: COURSE OF FIRE:

A.  Before beginning the first stage, the Range Officer must explain the "HOT LINE" process as well as any special rules.

B.  The Range Officer must repeat the firing sequence at each stage or distance and he/she must be sure that each shooter understands.

C.  COMMANDS:

1.  Load and Holster.
2.  Is the line ready? (pause) The line is ready!
3.  FIRE! (spoken or use whistle)
4.  CEASE FIRE! (spoken or use whistle) after the timed portion.
5.  Make sure all weapons are returned to their holster.  (May have to give revolver shooters time to reload).
6.  Move to the next firing line for the next stage.

D.  SPECIAL CONSIDERATIONS

1.  At the 3 Yard line be sure that the shooter is point shooting with one hand not using the off hand for support.
2.  At the 7 & 15 yard line, make sure shooter does the mandatory reload within the time limit.
3.  At 25 yards the shooter may use the barricade in both positions.

NOTE:   The range Officer must remember that the purpose of the match is to encourage as many people as possible to participate.  He/she must also assure that all competitors fire under the same conditions and rules  ...........................SAFELY.

Hamilton County Police Association’s longest standing committee.

Note: the Monthly Shoot has been canceled only once since 1975,
for six inches of snow.
